The World Economic Forum comes against the backdrop of religious and ethnic violence in parts of Myanmar and continuing pressure over human rights.
Dr Helen Clark says the government must recognise that resolving these tensions is the key to its ongoing development and growth.
"The new Myanmar must be inclusive of all the people that live within its borders - irrespective of ethnicity, irrespective of faith and religion," she said.
"That's going to be a challenge for the leaders going forward - to really have that inclusive society that recognises strength through diversity."
